David Elmore founded Bookkeeping & Management Systems Inc. in 1987 to provide individuals and businesses with trusted support in tax, accounting, payroll, and estate planning services. As client needs evolved, David recognized a growing demand for holistic financial advice and established Financial Management Inc. (FMI) in 1994 to help clients pursue their long-term financial goals.

David is committed to offering independent, personalized guidance, which is why he chose to affiliate with LPL Financial—one of the nation's leading independent broker-dealers, supporting over 32,000 advisors—as FMI’s broker-dealer.

A dedicated lifelong learner, David earned both the CERTIFIED FINANCIAL PLANNER® and Certified Kingdom Advisor® designations in 2014. He is also an LPL Registered Principal, LPL Investment Advisor Representative, and an Enrolled Agent authorized to represent clients before the IRS. David holds a Bachelor of Science degree from Eastern Mennonite University.

David is deeply engaged in his community and has served on several boards, including Big Brothers Big Sisters of Augusta County, DuPont Community Credit Union, New Life Ministries, Waynesboro Foursquare Church, and Opportunity International. In August 2024, he was appointed by the Governor of Virginia to serve on the State Board for the Virginia Community College System (VCCS).

Passionate about missions and global outreach, David is a charter member of Mission of Hope Bolivia, a Christian-based medical clinic. His love for travel has taken him to all seven continents, including a memorable trek up Mount Kilimanjaro in Africa.

David and his wife, Joy, are proud parents of two grown children and grandparents to five grandchildren.
